Phacil has an immediate need for a Human Resource Specialist to support an important customer in Washington D.C. Scope Provides technical advice to employees and management on a broad range of human resources issues associated with Recruitment, Placement, Staffing and Classification.

Authoritative knowledge of the concepts, principles and spirit of staffing classification and regulations and agency policy Qualifications Active Secret Clearance preferred Bachelor's Degree preferred Minimum of 8 years of experience in Human Resources HR Experience with government agency or military agency preferred.

The incumbent will provide technical services to employees and management on a broad range of issues arising from the administration of the human resources program associated with the customer's staffing program and policy. Works with management official to collect information required to appropriately conduct a job analysis Interprets and applied OPM qualification standards and applicable selective factors to analyze employee qualifications and time-in grade provisions to determine whether or not an applicant meets minimum qualification requirements. Provides technical advice to management officials on all laws and regulations associated with the staffing program. Researches difficult staffing issues using such reference guides as the Code of Federal Regulations, Title I, OPM Operating Manuals, various laws , comptroller General Decisions, Executive Orders, various other customer guidelines and policies.

The incumbent must have demonstrated experience in the use and manipulation of data in electronic documents. Must have experience in creating and editing documents and searching for reference materials through the internet and intranet Develops, interprets and analyzes data and reports generated from automated HR databases. Monitors labor- management agreements, evaluating contractual provisions as related to the personnel actions. Ensures that documented duties assigned are accurately described, correctly classified, and maintained in compliance with applicable laws, regulations, standards and requirements. Assess organizational- wide position descriptions and prepares process for updating all position descriptions as needed.

The incumbent provides advisory assistance and develops a working draft of position descriptions for management review, create a position description Library for us by all management team,  conducts desk audits, provides and documents advice on organization/position structures, possible classification changes position or employee impact and associated actions to assure compliance with requirements prior to implementing new structures Interprets and applies position classification standards to positions and determines the correct pay category, occupational series, title and grade level. Prepares evaluation reports and discusses findings with management and employees Advises employees and managers on the position classification process and use of various classification tools such as classification and job standards and standard job descriptions. Prepares evaluation reports on all position upgrades requests and thoroughly documents any requests for promotions based on accretion of duties Monitors labor-management agreements, evaluating contractual provisions affecting the position classification program.

The incumbent participates in the review process concerning classification appeals and requires experience with Microsoft Word, Excel and PowerPoint
