Some form of identity theft will always be present and thieves will change their tactics so we must continue to the fight.  

I think increased ID theft awareness has been a key factor that promoted the positive changes.  We need to use that same resolve to look for ways to improve protections against medical identity theft. 

Knowledge, awareness, and detection are our best defenses against identity theft.
