It is a return to the Good Old Boy system.  The only performance that is rewarded is politics. It is a shame that the creators of NSPS didn&amp;#39;t look at successful pay for performance systems before fielding NSPS.  NSPS is just too complicated.  HRs and agency heads are spending too much time trying to understand and implement it.  Too many items that had already been resolved under our pay for performance system are in limbo or back to Title V under NSPS. Departments in the USA. Here in Australia the situation is not much better; broken systems, layers of bureaucracy etc. The best thing our Department has done is the last few years is introduce a truly fantastic employee reward and recognition scheme - this has made a terrific difference to employee retention and engagement. We use a company called RedBalloon Days - I&amp;#39;m sure you would have something similar in the states.&lt;br /&gt;&lt;/p&gt;

NO ONE LIKES NSPS AND EVERYONE WISHES IT WOULD BE REPEALED.  NSPS is failing because it treats employees unfairly.  NSPS is failing because its an administrative nightmare. NSPS is failing because its not better than the General Schedule system.  NSPS is failing because it is racially biased. NSPS is failing because faithful employees are not being treated faithfully in return.  NSPS is failing because leadership lied about it from the first time that they talked about it with employees.  EYERYONE KNOWS that NSPS is a failure, and finally, even supervisors are beginning to standup and be counted that the General Schedule system was better, that it was more fair and transparent. I&amp;#39;ve heard rumors about NSPS going by the wayside next year if funding isn&amp;#39;t extended past the current date (I believe funding expires end of FY09?).
