The City of Santa Cruz was recently facing a massive budget deficit, but wasn't getting citizen input into how to fix it. So the city created a website where citizens could suggest and debate ideas, with a ranking system to allow popular ideas to be highlighted.

Could the success of this Gov 2.0 project be replicated? Would 8% of New Yorkers register with one Gov 2.0 site? And if so, would that be practical or feasible?
