Congress mulls plan to create civil service ROTC equivalent

Estimate: 273,000 new gov employees will be needed by 2012

Upcoming legislation in the Senate would give university students generous scholarships in return for a commitment to work for the federal government after graduation.

The success of the ROTC program in recruiting qualified students to the armed forces is seen as a good model for attracting talent to the public sector.
