Defense could spend less on new technology in coming years

Personnel and equipment costs may displace weapons procurement

Congressional analysts told the House that the DoD could spend up to $7 billion less per year on new weapons. President Obama and Secretary Gates have previously stated their intentions of shifting the priorities of the Defense budget to meet the needs of modern warfare.
