Scope
Phacil has an immediate need for Senior Contract Specialists to support
an important government customer. Candidates must be knowledgeable of
the pre-award process and close out functions. Perform formal source
selection functions, such as Develop Acquisition Strategy, Acquisition
Plan, and Source Selection Plans, prepare solicitations and amendments,
including the development and incorporation of proper provisions and
clauses, evaluate offers in accordance with Request for Proposal (RFP)
evaluation factors.
The Senior Contract Specialist will assist with
negotiations and discussions with offerors, assist with price/cost
analysis and prepare proposal evaluation reports, prepare award
documentation, and notifications to offerors, assist in the conduct of
debriefings and post award orientations; have the ability to review
acquisition requirements packages for accuracy and completeness and
coordinate changes with customers; experience performing contract
administration functions, such as negotiating changes and preparing
modifications, monitoring contractor performance through
correspondence, review of COR reports, contractor monthly technical
summary reports, and invoices, process claims and requests.
Qualifications
• Prior DoD Contracting Officer Experience with Defense Acquisition
Workforce Improvement Act (DAWIA) contracting level III certification
or comparable work experience
• Experience in and ability to demonstrate strong analytical,
communication, and negotiation skills
• Current knowledge of contracting concepts, and applicable public
contract acquisition regulations (i.e. FAR/DFARS/AFARS)
• Strong written and verbal communication and organizational skills
• Up-to-date knowledge of Commercial-Off-the-Shelf business software
applications such as Microsoft Office suite
• Experience in use of automated procurement systems, such as
Procurement Desktop – Defense (PD2)
Experience in use of procurement
reporting software, such as Federal Procurement Data System – Next
Generation (FPDS-NG)
