The position is located in the Strategic Analysis Service within the Office of Strategic Planning and Analysis.  Major duties include, but are not limited to the following:

  • Provides expert support for health care data analysis and strategic planning implementation (i.e., from the development of health care options to the implementation of approval strategic and capital plans).
  • Maintains an expert level of mastery of data both internal to (VSSC, OQP, DSS, ARC, PSSG, Enrollee Health Care Projection Model) and external to (health care industry data, Medicare/Medicaid, etc.) VHA.
  • Provides expert consultation and analysis regarding interpretation of the outputs from the VA Enrollee Health Care Projection Model to support strategic planning.
  • Provides data and technical support regarding VA costs, and workload projections and methodology for VHA's Health Care Planning Model and for special studies at the request of leadership.
  • Serves as a planning expert for special initiatives and studies for the Office of Strategic Planning and Analysis in support of ADUSH for Policy and Planning, DUSHO, VISNs, and other VACO offices involving planning and data analysis.
  • Assists VISNs and facilities in the implementation of the post-CARES approach, the Health Care Planning Model (HCPM), as well as assisting VACO in monitoring the progress of these initiatives.
  • Based upon analysis of objective data, addresses complex strategic, capital and budget issues, facilitating the sharing of best practices across Network and program offices; providing direct technical support and/or facilitating access to technical experts throughout VA. 
  • Directs the conduct of complex qualitative and/or quantitative analysis to assess planning and policy health care trends and anomalies; leads the development and implementation of alternative physical, electronic and administrative systems and processes designed to assist management with current operations, as well as strategic planning for the future.
