After Pennsylvania kennel owners Elmer Zimmerman and his brother received citations for cleanliness and maintenance from local dog wardens, they decided the best way to deal with the citations was to shoot and kill 80 of their dogs. Under current Pennsylvania law, they were within their legal rights to do so.

Pennsylvania Governor Ed Rendell doesn't believe that's the way it should be, and is pushing for stricter dog laws that grants euthanization authorities solely to veterinarians.

"One of the kennels that shot the dogs could now reapply for kennel license and we have no grounds to refuse them because shooting 80 dogs in PA is not a crime," said Gov. Rendell.

The proposed House Bill 2525 would make it illegal for anyone but a veterinarian to euthanize dogs in commercial breeding kennels, double the minimum floor space for cages, require outdoor exercise for the dogs, and mandate solid flooring for the cages so dogs don't damage their paws on the wire cages. 

The governor hopes that the General Assembly will pass the bill when it reconvenes in September, despite previous difficulties getting the law passed.
