Is DoD's Military Strategy Outdated?

International security strategist Thomas P.M. Barnett provides a refreshingly honest and funny talk about DoD's current military strategy and the reasons it's an incomplete strategy.  "We have a brilliant Secretary of War.  We don't have a Secretary of Everything Else. If we did, that guy would still be testifying in front of the Senate about Abu Ghraib"

In this presentation, Barnett proposes military reform into two groups: a Leviathan force, a small group of young and fierce soldiers capable of swift and immediate victories; and an internationally supported network of System Administrators, an older, wiser, more diverse organization that actually has the diplomacy and power it takes to build and maintain peace.
