This
week, Congress will consider the Reconstruction and
Stabilization Civilian Management Act (H.R. 1084), a
groundbreaking bill that would create a long overdue
corps of non-military reconstruction professionals. The
corps would consist of agronomists, civilian police,
judicial professionals, economists, and other experts.
It would offer critical aid to failing states and reduce
the burden on our overstretched
military in rebuilding nations post-conflict.
